Mr. Westphal served as lead hearing officer for Maricopa County Board of Equalization from 1989 - 1993.
He was Assistant Director for property valuation and equalization for the Arizona Department of Revenue. His duty's included administrating Arizona's property tax system.
Before his Department of Revenue days, he was an employee of the Maricopa County Highway Department, from 1983- 1987. In this position, he negotiated with property owners for the purchase or lease of land, buildings, and highway right of way.
In 1981, Mr. Westphal became a member of the Maricopa County Manager's Staff as the Management Analyst. He evaluated the commercial division for the county's assessor office and briefed the county board of supervisors on the findings. Further, he performed operational audits of the county departments.
Mr. Westphal is a decorated veteran from both, the Korean and Vietnam Conflict, with over 6000 hours in flying time. He is an undergraduate alumnus from San Diego State and has his masters from the University of Oklahoma, Armed Forces Staff College, and Industrial College of the Armed Forces.
Mr. Westphal served two terms as a Governor appointee to the State Board of Equalization from 1993 to 2005.
